The City of Goodyear is piloting a new tool designed to give customers a clearer and more comprehensive roadmap of the entire development process. Our intent is to help customers understand each step involved, from an initial introduction “Hello” all the way to receiving a Certificate of Occupancy “C of O”; we call this the “Hello to C of O” journey.

We created this tool in response to questions about the overall process and requests for a high-level overview of the development journey, not just the next step. To support this, we developed a standardized Development Process Roadmap and added notes fields to ensure information is communicated consistently and in a way that is easy to follow. It is designed to be simple and helpful, especially for customers who may not be familiar with planning or development procedures. Think about this tool as an itinerary for your travel through the process.

The image below shows the general development process. After a customer attends a due diligence or pre‑application meeting, they will receive a personalized version tailored specifically to their project or goal, along with any relevant notes and checklists.

Our goal is to provide clearer and more transparent communication so the development community can confidently understand how to achieve their objective, whether that is a Certificate of Occupancy, an entitlement, or any step in between.
