Barbara Chappell is a Certified Professional Civil Engineer and Certified Public Manager with more than 20 years of experience in municipal utility management. Her expertise centers on water resource policy and operations across Arizona, where she has built a career grounded in technical excellence and public service.

Chappell holds a Bachelor’s degree in Civil/Environmental Engineering and a Master’s degree in Public Administration from Arizona State University. She also maintains Grade 4 certifications in Water Treatment, Water Distribution, Wastewater Collections, and Wastewater Treatment from ADEQ. Her work focuses on sustainable infrastructure, regulatory leadership, and community-focused water management.
