Jasmine Pernicano
City Clerk

Jasmine Pernicano serves as City Clerk for the city of Goodyear, bringing nearly a decade of experience in municipal government and the City Clerk profession. Prior to her appointment, she served as Acting City Clerk and Deputy City Clerk, playing a key role in supporting the city’s executive team and council operations. Before joining Goodyear, Pernicano worked in city clerk offices in San Diego County, California, where she led candidate elections, supported council meetings and helped develop and implement citywide records management programs and policies.

A strong advocate for continuous improvement and leadership development, Pernicano is a graduate of Arizona State University’s Certified Public Manager program and holds a bachelor’s degree in Public Administration from San Diego State University. She is an active member of the Arizona Municipal Clerks’ Association (AMCA), serving as Co-Chair of the Membership, Mentoring and Region Leaders Committee and contributing to the Elections and Education Committees. Throughout her career, she has demonstrated a strong commitment to public service, operational excellence and collaboration within the City Clerk community.
