The City of Goodyear has adopted a new ordinance to help ensure the safe operation of electric bicycles, motorized bicycles, electric stand‑up scooters, and electric miniature scooters. These rules align with Arizona law and are designed to keep our streets, sidewalks, and shared paths safe for all users. This ordinance was developed collaboratively by the Goodyear Police Department, Legal Services, and the Prosecutor’s Office to address growing usage and safety concerns in the community.

What Devices Are Covered

The ordinance includes regulations for:
• Electric bicycles (Class 1, 2, and 3)
• Motorized bicycles
• Electric stand‑up scooters
• Electric miniature scooters

Speed & Safe Operation

Classifications of E-Bikes

"Electric bicycle" means a bicycle or tricycle that is equipped with fully operable pedals and an electric motor of less than seven hundred fifty watts and that meets the requirements of one of the following classes:

Class 1 electric bicycle: Means a bicycle or tricycle that is equipped with an electric motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle or tricycle reaches the speed of 20 MPH.
Class 2 electric bicycle: Means a bicycle or tricycle that is equipped with an electric motor that may be used exclusively to propel the bicycle or tricycle and that is not capable of providing assistance when the bicycle or tricycle reaches the speed of 20 MPH.
Class 3 electric bicycle: Means a bicycle or tricycle that is equipped with an electric motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle or tricycle reaches the speed of 28 MPH.

Actions Not Permitted

The following behaviors are prohibited under the ordinance:
• Riding against traffic (except for miniature scooters on sidewalks)
• Ignoring posted signs or traffic control devices
• Carrying passengers if the device is not designed for multiple riders
• Riders under 16 operating without a helmet
• Class 3 e‑bikes exceeding 20 MPH on shared‑use paths
• Parking devices on roadways or sidewalks in a way that blocks access
