Executive Summary
The amount of CDBG funding received by the city varies from year-to-year based on the Federal Budget. The city expects to receive $1,929,144 over the next four years, based on the $482,286 PY2026 allocation.
The city of Goodyear anticipates becoming a member of the Maricopa HOME consortium for the fiscal year beginning July 1, 2027. When Goodyear becomes a HOME consortium member, the city will be eligible to receive HOME funds from Maricopa County through the consortium. The city expects to receive approximately $100,000 annually, beginning in PY2027 (City FY2028).
Based on data and public and stakeholder input, the city identified priority needs and established activity goals in five (5) areas for the four years beginning July 1, 2026:

The FY2026-2027 Action Plan describes the planned uses of $482,286 of CDBG funding for the period beginning July 1, 2026, and ending June 30, 2027:
- Owner-occupied housing rehabilitation (CDBG matrix code 14A). $323,561.
- Legal services for renters facing unlawful eviction (CDBG matrix code 05C). $62,268.
- Program administration (CDBG matrix code 21A). $96,457.
What is the Consolidated Plan?
The Consolidated Plan is required by the US Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) program. The primary purpose of the CDBG program is to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expanded economic opportunities for low-and moderate (LMI) people, households and neighborhoods.
The Consolidated Plan may cover a period of 3, 4 or 5 years. The city of Goodyear anticipates joining the Maricopa HOME Consortium during the term of this Consolidated Plan. By joining the Maricopa HOME Consortium, the city of Goodyear will also be eligible to receive HOME funds from Maricopa County. To coordinate future Consolidated Plans with the Maricopa HOME Consortium, this Consolidated Plan is for a 4-year period beginning July 1, 2026, and ending June 30, 2030.
The Consolidated Plan establishes overarching priorities for the investment of CDBG funds by the city of Goodyear and is designed to guide HUD-funded housing, homelessness and community development policies and programs for the period beginning July 1, 2026, and ending June 30, 2030. City of Goodyear goals and objectives for the use of HOME funds will be included in the Maricopa HOME Consortium Consolidated Plan and Annual Action Plan.
In developing the Consolidated Plan, the city established four-year goals related to the use of CDBG funds, and strategies to improve the housing and homelessness delivery system, address lead-based paint hazards, reduce the incidence of poverty, and address barriers to affordable housing development. These goals and strategies are based on data and input from residents and stakeholders. Data in the Consolidated Plan are generated by HUD through its Comprehensive Housing Affordability Strategy (CHAS) data system and from the US Census Bureau American Community Survey.
