The city of Goodyear reserves the right to disqualify any entry that it deems offensive or not suitable or display. By submitting an entry, the city of Goodyear will have limited rights to distribute the image for reproduction in city promotional materials and on the website. The city is hereby granted permission, by the entrant, the use of the reproduced image. Art work will be juried by a panel of art professionals, city staff and members of the academic community. Judging criteria will include adherence to the theme, originality, artistic quality and composition.

Submission details

Open to all West Valley Artists ages 18+. Up to two submissions of original artwork may be accepted Any 2-Dimensional work of any medium. Each submission must be in JPG format and include a title, year created, medium, name of artist, and artist statement of no more than 150 words Submittal will include online application and waiver form, artist statement and digital images of artwork.

Work must be in presentation format with hardware included for proper hanging and displaying. Failure to provide artwork prepared for hanging will result in disqualification.

Make Believe (October-January)

Featured Artist Exhibit - Breezeway Display

The city of Goodyear is seeking artists to feature work in a display casing located in the breezeway between Goodyear City Hall and Georgia T. Lord Library. Artists to be considered for a featured placement should have a body of work sizable enough to utilize the full capacity or near capacity of the space. Dimensions of the case are:

26’ L (split into 3 sections of: 12’- 4’ - 12’)
7’5” H
2.5’ D

Exhibit proposals with art pieces connected by a central theme, while not required, will be highly considered over exhibits themed more broadly (such as a general portfolio proposal). Some examples of suitable exhibit themes may include, but are not limited to: Artwork based on culture, artwork crafted in an uncommon medium, etc. Exhibits held in the breezeway will change three times per year in the timeline listed below. This call will remain open year round, and artists are encouraged to apply at any time to be considered for a future placement.

Exhibition space is provided free of charge for exhibition purposes only.  Artist may display a monetary value for the artwork and indicate it is for sale, but City and Library staff will not facilitate any purchases.

Artwork will be juried by a panel of art professionals, city staff and members of the academic community. Judging criteria will include demonstrated quantity of artwork to meet the capacity of the space, originality of theme, artistic quality, and composition.

Submission Requirements

The opportunity is open to artists 18 years and older. Artists under 18 may participate with the permission of a parent or guardian. Artists must complete and submit the Art Exhibition Application Wavier and Release of Liability (“Agreement”).  Each submission will require the artist to submit an annotated list of artworks proposed for feature. The annotated list should be in either PDF or Word document format and for each artwork include: a high-quality image of the work, its title, the year each work was created, the artwork’s medium, and an artist statement of the exhibit that should be between 300-400 words. Submittal will include online application and waiver form, artist statement and digital images of artwork.

Work must be in presentation format with hardware included for proper hanging and displaying. Failure to provide artwork prepared for hanging will result in disqualification.

Delivery and Pick Up of Artwork

• Artist is responsible for packing, delivering, and picking up Artwork for the Exhibition.  Artwork will be delivered to Goodyear City Hall, 1900 N. Civic Square, or other location designated by the Arts & Culture Division.  Artwork must be delivered during normal business hours: Monday-Friday, 8:00am to 5:00pm, excluding City holidays.
• Artist shall promptly remove the Artwork from City property upon the request of the City or the exhibition end date, whichever is first.  Artwork not removed by within 30 days from the exhibition end date will be deemed abandoned and become the property of the City without for further legal action.
• City staff will not load or unload the artwork to or from a vehicle.

Mounting

• The Artist is responsible installing appropriate hanging system (hooks, picture wire, brackets, etc.) on to the Artwork itself that will hold the weight of each piece.
• City staff will hang the Artwork with the installed art hanging system based on the weight of the artwork. Only the City has authority to hang and remove Artwork from the exhibit space.
• City staff will decide the placement of the Artwork, but will consider suggestions of the Artist. The City will not accommodate re-arranging artwork repeatedly.
• The City will mount the artwork centered, and evenly spaced, as the wall-space/artwork ratio permits.
• The City will not provide additional lighting for displayed artwork.

UV Protection

The display case is equipped with a high quality UV security film to protect artwork during display periods. The Suntek 4 Mil Clear Security Film is a thin, durable, and optically clear Polyester film designed to hold broken glass together, improving safety from accidents and break-ins, while also blocking 99% of UV rays to prevent fading. Key specifications include 4mil (0.1mm) thickness, high Visible Light Transmission (VLT), and robust adhesive for secure application.

• Visible Light Transmission (VLT): Typically high, with some specifications showing 92% VLT or higher, ensuring minimal impact on window appearance.

The Project: 

Branches of Honor Mural Experience

The city of Goodyear invites Arizona artists to submit qualifications for a unique temporary public art project honoring the men and women who have served in the United States Armed Forces. Six artists will be selected to each create one temporary mural representing each branch of the U.S. military.

Each mural will be installed on an 8’x8’ double-sided temporary mural wall. While one side will feature the artist's original artwork celebrating the assigned military branch, the reverse side will serve as an interactive Community Gratitude Wall where veterans, military families, and community members can leave messages of appreciation, remembrance, and support throughout the week and at the Veterans Day celebration.

Artists will complete their murals during Goodyear’s Veterans Week, the week leading up to Veterans Day. During this time, the city will host programs and resources recognizing veterans and supporting military families. The public will have the opportunity to watch the murals come to life, meet the artists, learn about the inspiration behind each work, and engage in the Community Gratitude Walls.

The completed murals will serve as a centerpiece of the City's Veterans Day celebration, creating meaningful opportunities for reflection, gratitude, and community connection.

Artist Expectations:

Selected artists will:

• Create one original mural honoring their assigned military branch
• Work collaboratively with City staff and the Arts & Culture Commission to finalize artwork prior to painting
• Complete the mural during the designated Veterans Week, November 2-6, 2026
• Schedule painting hours to allow the public to observe the creative process during park hours (6 a.m.-10 p.m.)
• Demonstrate professionalism while working in a public setting and interacting with community members
• Use only approved materials provided or approved by the City
• Design artwork that is welcoming, respectful, family-friendly, and appropriate for audiences of all ages
• Supply all materials needed to complete the mural, including paint, equipment, water, and drop cloths. Artists must also maintain a clean and safe work area, ensuring the site is free of splatter, overspray, and debris
• Attend the Veterans Day event on Saturday, November 7, 2026 from 4-7 p.m. at Goodyear Civic Square Park to engage with the community and assist with facilitating the Community Gratitude Wall
• Attend two meetings:
• Project kick-off meeting to discuss project expectations and logistics
• Public Art Subcommittee meeting for concept approval

Mural Surface:

The City will provide the designated 8’x8’ primed plywood surface for the mural. Both the mural surface and the completed artwork will remain the property of the city of Goodyear.

Theme:

Branches of Honor celebrates the courage, sacrifice, and dedication of the men and women who have served in the United States Armed Forces. Each mural should honor the unique history, mission, values, traditions, and spirit of one military branch while recognizing the shared commitment to service that unites them all.

Artists will be assigned one of the following branches of the U.S. military:

During the application process, artists will identify their top two branch choices to represent. While the City will consider artist preferences whenever possible, final assignments will be determined by the city of Goodyear to ensure that all branches of the U.S. military are represented.

Artists are encouraged to create artwork that is inspirational, respectful, and welcoming to audiences of all ages.

Artist Eligibility:

The project is open to all Arizona artists, artist teams, and educational institutions. 

Compensation:

Artists will be compensated $1,250 for design, materials, and time. Payment schedule:

• Upon selection artists will receive an initial payment of $500
• Final payment of $750 payable upon completion of painting and final approval and attendance at the Veterans Day event

Do not embed images into PowerPoint or submit moving images or audio files. Submit only high-quality JPGs (no GIFs, TIFFs or other formats). Files must be less than 5 MB. Files must be titled with a number indicating the viewing order followed by the artist’s last name. The numbers must correspond to the accompanying Annotated Image List. Use “0” in front of single-digit numbers. Do not use more than 30 characters, and use only letters, numbers and underscores. Example: 01_Smith.

Materials may only be submitted electronically via the online application form. Submissions that are incomplete or late will not be accepted.

Project Summary

The city of Goodyear is seeking an artist or artist team to engage our community to design an interactive exterior art installation at Goodyear Civic Square Park. The selected artwork will invite visitors of all ages to interact, explore, and connect through a temporary artistic experience that enhances Civic Square, enriches community events, and brings the 2027 ¡HOLA! theme, Light, to life through creativity and play.

Artist Eligibility

This opportunity is open to Arizona artists. Artists from the West Valley of the greater Phoenix area are strongly encouraged to apply.

Location

Artwork will be located at Goodyear Civic Square Park, 1900 N. Civic Square. The park opened in August 2022 and is surrounded by a new city hall, state-of-the-art library, two-acre park, two parking garages and upscale office space called GEN1. The walkable urban center is quickly taking shape with upscale mixed-use development that includes a gathering place for city hosted events, a mix of both high-end and fast-casual restaurants with sprawling patios, along with an eclectic mix of big-box retail and specialty shops. 

Project Requirements

• The artist will lead community outreach, public interactions, and stakeholder engagement to create artwork that reflects our community and those who utilize the space.
• The artist will be required to attend progress meetings, as necessary.
• The artist will be required to present their concept to City staff and Arts & Culture Commission to obtain relevant feedback that may be incorporated into the project.
• The Arts & Culture Commission will approve the final concept.
• The artist is responsible for design development of approved conceptual design, fabrication, delivery, and installation coordination.

Design Considerations

Theme: The theme for this year's ¡HOLA! series is Light. Artists may interpret light as illumination, refraction, shadow, reflection, movement of the sun, transparency, or any other conceptual or symbolic interpretation.

Materials: Materials and installation must be temporary in nature to remain on display for a minimum of two years and may not include permanently affixed structures or painted murals.

Scale and Placement: The artwork should be appropriately scaled to its intended location, ensuring visibility and impact. The selected artist and City staff will determine the exact placement of the artwork.

Safety and Accessibility: The artwork should not impede the operational activities of the fire station and must comply with all safety regulations. Additionally, it should be accessible and engaging to the public, encouraging interaction and welcoming those who visit.

Project Budget

The total all-inclusive project budget shall not exceed $10,000. This amount must cover all costs associated with the project, including, but not limited to artist fees, design and engineering services, materials and fabrication, transportation, delivery, and travel, installation, insurance, documentation, community outreach and engagement activities, attendance at meetings, permitting, applicable taxes and all contingencies.

Application Process

Artists are invited to submit their qualifications and portfolios through the West Valley Unified Request for Qualifications (RFQ) process.  Each submission should include artist, experience, and community statements, portfolio of previous work and any additional materials that showcase the artist's suitability for public art projects. These applications will be considered for up to all 6 of the opportunities across the West Valley. Interested artists can access the RFQ and submit their applications through the online application link.

Selection Process

Artists will apply to a multi-city call as part of the iHOLA! West Valley program through an RFQ process that will include examples of past work, an artist statement, and a statement of interest. The Arts & Culture Commission’s Public Art Subcommittee will select the top 5 artists in order of interest.  Final selection and assignments will be determined during a multi-city working session.

Join us for a vibrant and colorful day at Chalk Art in the Park! We are seeking professional artists, community and family artists, and high school teams to showcase their creativity on the pavement. This is a unique opportunity to transform the park’s walkways into stunning works of art.  Chalk will be provided, but feel free to bring your own preferred supplies. You’re free to create based on your own imagination! Work must be appropriate to view by the general public.

Traffic Cabinet Public Art

Description

The city of Goodyear invites Arizona artists to submit qualifications to create art to aesthetically treat utility infrastructure throughout the community. Artists will transform traffic signal control cabinets in Goodyear from being only functional infrastructure to colorful, inspired works of art. The artwork will either be painted directly on the cabinet or created digitally as a vinyl wrap to be applied to it.

Award: $1,200 for digital design vinyl wraps, $2,000 for hand-painted artwork
Deadline: October 26, 2026, by 11:59 p.m.

Locations

Cabinets are located on or near street corners where there are traffic signals.  The placement of the cabinets makes them visible to both pedestrian and vehicular traffic.  With this placement, the art should be graphically clear so that a passing car and those walking by at a leisurely pace can view it.  Traffic signal cabinet locations are determined by the city of Goodyear and will be assigned to the selected artists.

The cabinets are approximately 78”H x 44”W x 28”D. The final artwork will cover three sides and the top of the cabinet. Locations of the artistically enhanced cabinets will be determined and assigned by the city of Goodyear.

Art Application Expectations

Up to ten artists will be selected to artistically enhance traffic cabinets. The cabinets will either be hand painted or vinyl wrapped. Artist expectations for each application method:

Hand Painted Cabinet

• The artist will be responsible for coordinating community outreach efforts.
• Artist will provide an artist statement for the completed work, name of artwork and high-resolution scan of artist signature.
• Artist will use only approved paint for the mural to ensure adhesion to the primer and maintain the appearance for the anticipated 8-year life expectancy. 
• Due to the intensity of heat from the environment and equipment artist will be cognizant of color selection.

Vinyl Wrapped Cabinet

• The artist will be responsible for coordinating community outreach efforts. 
• Artist will provide an artist statement for the completed work, name of artwork and high-resolution scan of artist signature.
• Artists will be responsible for preparing the digital artwork in the recommended file format.
  • Final Artwork will be 100% of final output size with minimum resolution of 72 dpi.  Color will be CMYK with all fonts outlined.  Final format may be a PDF that is Press Quality Print or in Photoshop as a Flattened Tiff file.

All selected artists are required to attend two meetings:

• Project kick-off meeting to discuss project logistics
• Arts & Culture Commission meeting for design approval

Themes

The cabinet artwork will be graphically clear, colorful, innovative, and place-specific. The project calls for an artist that is excited about engaging with the surrounding community and businesses as well as creating designs that reflect and celebrate the area the cabinet is located. Themes for the artwork will reflect Goodyear’s values and be driven by community input to meet the needs of the immediate surrounding area.  Themes can address any of the following subjects, new ideas or city values. Possible themes include:

Selected Artists Responsibility

• Selected artists shall sign an agreement for the scope of services that include:

• Intellectual property rights to the art for display and marketing to the city of Goodyear.
• Indemnification and hold harmless for the city of Goodyear

• Any images of real people or text that requires a release will be the responsibility of the artist to obtain and provide a copy to the City.
• Selected artist shall submit a W9 to the City for payment.

3. Five relevant past work samples. Specific proposals for the project are not requested at this time.

•  Describe the work sample

• Provide applicable information including title, year, materials, dimensions, location, budget, and brief description of why you selected this work sample, and what you would like the panel to understand about your work through this work sample.  If created as a collaboration, list all partners involved and describe your role in the process.

• Accepted file formats

Download Call to Artists

The city of Goodyear is seeking artists or artist teams to plan and execute unique and engaging art pop-up experiences to be held at a park in Goodyear. Artists with selected proposals will work with city staff to design and lead an engaging and accessible art pop-up experience. This program should invite community participation and foster creativity in a welcoming, relaxed atmosphere. Proposals could range from collaborative art activities, like a paint night or hands-on workshops, to demonstrations or performances that allow attendees to connect with art in an approachable way.

Program proposals are accepted on an on-going basis and reviewed throughout the year as needed.  If your proposal is chosen for consideration, you will be contacted.

Requirements

• Work with Arts & Culture staff to schedule and promote program
• Complete the program proposal form
• Submit current W9
• Contract with the city of Goodyear
